Pengurus Cabang (PC. PMII) , Muhammad Ulul Azmi mengatakan, RUU Cipta Kerja bertujuan menjadikan Indonesia sebagai pengimpor pangan sejati dengan melemahkan produksi dalam negeri serta memberi karpet merah pada impor pangan.
“RUU Cipta Kerja hadir di saat bangsa Indonesia tengah berjibaku memutus ketergantungan pada produk-produk impor pertanian, khususnya subsektor pangan,” kata Ulul Azmi dalam keterangan tertulisnya
Dewan Perwakilan Rakyat (DPR) meneruskan pembahasan RUU Cipta Kerja di saat semua anak bangsa sibuk berperang melawan virus corona (COVID-19) dan saat Badan Pangan Dunia (FAO) mengeluarkan peringatan akan adanya ancaman krisis pangan global.

Menurut Ulul Azmi, upaya negara untuk mewujudkan kedaulatan pangan, kemandirian dan ketahanan pangan diporak-porandakan RUU Cipta Kerja. Seluruh ketentuan pasal dalam UU Pasal yang terkait dengan menguatkan produksi pangan dalam negeri diubah dan diganti ketentuannya.
Misalnya, ketentuan pasal 1 ayat (7) UU Pangan No.18/2012 tentang pengertian ketersediaan pangan yang menyatakan, “Ketersediaan Pangan adalah kondisi tersedianya pangan dari hasil produksi dalam negeri dan Cadangan Pangan Nasional serta impor apabila kedua sumber utama tidak dapat memenuhi kebutuhan.”
Pada draft RUU Cipta Kerja diubah ketentuannya menjadi “Ketersediaan Pangan adalah kondisi tersedianya Pangan dari hasil produksi dalam negeri, Cadangan Pangan Nasional dan impor pangan”.
“Penghapusan frasa apabila kedua sumber utama tidak dapat memenuhi kebutuhan jelas menunjukkan RUU Cipta Kerja ini menjadikan impor pangan menjadi bagian utama ketersedian pangan nasional,” ujar Ulul Azmi.
Padahal dalam UU Pangan No.18/2012 tegas memposisikan produksi dalam negeri sebagai faktor utama ketersediaan pangan, sedang impor pangan hanya pelengkap.
Sekadar diketahui, sejak 1989 impor jagung tidak pernah absen. Pada 2018 lalu, total impor jagung mencapai 737,2 ribu ton. Tahun ini, pemerintah merencanakan akan mengimpor jagung sebanyak 200.000 ton.
Lalu, Rapat Terbatas 6 Maret 2020 memutuskan untuk menambah impor gula 781.828 ton untuk memenuhi kebutuhan masyarakat menjelang bulan Ramadan.
Kegiatan impor subsektor holtikultura tak kalah derasnya. BPS menyebutkan sepanjang Januari 2020 impor bawang putih mencapai 1.508 ton senilai US$ 1,8 juta. Bahkan, Kementerian Perdagangan sudah mengeluarkan Izin Impor (IP) bawang putih 157 ribu ton hingga Mei 2020.
“Kedelai kita impor 1.31 juta ton. Impor kacang tanah mencapai 186 ribu ton. Meski Indonesia memiliki garis pantai kedua terpanjang di dunia, impor garam mencapai angka 2,9 juta ton untuk 2020,” katanya.
